How the implementation of the Adoption Act on 1 November 2010 might affect adoptions

NOTICE
The Adoption Authority is in receipt of an e-mail dated 6th January 2011 from the Philippine Adoption Authorities which states:
“Dear Mr. Tracey:
Per review of ICAB’s records, Ireland has submitted 1 application in 2008, 2 applications in 2009 and 17 applications in 2010. Ireland is not covered by the moratorium and could still submit 10 applications in 2011 until the moratorium is lifted.
We hope that we have clarified your concern.

NOTICE
The Adoption Authority is in receipt of correspondence dated 17th December 2010 from the Philippine Adoption Authorities which states:
“After due deliberation, the Intercountry Adoption Board (ICAB) in its continuing efforts to improve its systems and processes has approved a resolution for the temporary suspension of acceptance of adoption applications from foreign adoption agencies that have endorsed more than ten (10) applications within a year. The suspension will enable the ICAB to address the protracted waiting period for child placement. Applicants for special needs children are not covered by the moratorium.
ICAB will duly notify all its partners of the lifting of the temporary moratorium as soon as it has reduced the current waiting period. Applicants who have received approval for suitability to adopt by their Central Authority prior to 31st January,2011 will be accepted by the ICAB.”
The Adoption Authority has sought clarification from the ICAB as to how this notice will affect Irish applicants.
