2011-11-10: Authority to travel for talks on adoption agreements

DELEGATIONS FROM the Adoption Authority of Ireland will travel to Mexico, the Philippines and the United States to discuss adoption agreements, the International Adoption Association was told at the weekend.

Geoffrey Shannon, chairman of the authority, told its annual conference it was in advanced discussions with a number of countries party to the Hague Convention on Inter-country Adoption after the incorporation of the convention into Irish law last year.

He confirmed the authority was looking at Lithuania and Kazakhstan as prospective countries for adoption into Ireland, and said it would look at other Hague countries that came to the attention of prospective adoptive parents.

Ruth Lennon, association chairwoman, told The Irish Times it was asking Minister for Children Frances Fitzgerald to seek bilateral agreements with Russia and Ethiopia, not currently members of the convention, but from which Irish couples have adopted previously. They are unable to adopt siblings from these countries in the absence of such an agreement.

Mr Shannon told the conference that the authority and the Minister have had very positive engagement with Vietnam, and it was very hopeful adoptions from Vietnam will recommence in 2012. They were suspended in May 2009 when the existing bilateral agreement lapsed, and it was not renewed when a report from the UN International Social Service critical of international adoption procedures in Vietnam was published. The Adoption Authority of Ireland’s advisory of 13th April, 2011 noted the active consideration of intercountry adoption from the State of Florida, USA, and engagement between the Adoption Authority of Ireland and the US Central Authority on the issue. Further to this and other inquiries made, the AAI wishes to advise all prospective adoptive parents as follows:

· The Authority intends to enter into further discussions with the US Central Authority regarding adoptions from Florida by Irish applicants;

· The Authority intends to seek legal advices on a number of issues arising in respect of adoptions from that jurisdiction.

Adoption Authority notice re: South Africa – 15 June, 2011 The Adoption Authority of Ireland advised prospective adopters in March last that both the Authority and the Irish Embassy in Pretoria were continuing in their efforts to establish relations with the South African Central Authority.

MINISTER FOR Children Frances Fitzgerald will today launch Ireland’s first accredited adoption mediation agency.

Arc Adoption will provide assistance to prospective parents seeking to adopt children abroad. Its chief executive is Shane Downer, former head of the International Adoption Association.

Since the passing of the Adoption Act last year, regulating inter-country adoptions, children can only be adopted from countries which have signed up to the Hague Convention or with whom Ireland has a bilateral agreement.

The convention seeks to ensure children are only adopted outside their country of origin when domestic adoption is not available and that the process is fully consensual and free from financial inducement. Continue reading »

Adoption Authority Announces Chief Executive Officer Appointment

The Adoption Authority is very pleased to announce the appointment of Elizabeth Canavan as the first Chief Executive Officer of the Authority. Ms Canavan has taken up the statutory appointment this month as a result of an open public competition for the new position which was conducted by the Public Appointments Service.

Ms Canavan comes to the Adoption Authority with the notable benefit of many years of previous experience working in senior positions within the Office of the Minister for Children and Youth Affairs and the Department of Health and Children. Her assignments there included extensive experience at senior level in the areas of adoption policy and adoption legislation. In particular, Ms. Canavan played a major role within the OMCYA in the drafting, development and enactment of the Adoption Act 2010. Continue reading »

The Adoption Authority of Ireland wishes to advise that both the Authority and the Irish Embassy in Pretoria are continuing in their efforts to establish from the South African Central Authority whether it will accept applications for intercountry adoptions from Ireland in 2011. We have, as yet, received no indication from the Central Authority of their intentions and will advise as soon as we receive any information.

Because the new processes introduced since Hague has come into force, the AAI has been able to highlight the unacceptable practices of improper financial transactions in adoptions, and will therefore be in a better position to fight them in the future.

There was a worry that parents who paid these might be denied registration, but that was obviously not in the best interest of the child. Still these parents should think hard about the implications of having paid these brown envelopes, closing their eyes on the potential for abuse that these strongly indicate.

The AAI has noticed that in a number of recent applications for an entry in the Register of Intercountry Adoptions substantial amounts of money (described as ‘Humanitarian Aid’ or ‘Donation’) have been handed over to persons abroad in respect of an individual adoption.

2011-02-23: PACT accredited by AAI

Activity for which registered: The activities outlined in Section 4(e,f,g) of the Adoption Act 2010. A number of same-gender couples started being assessed by PACT instead of the HSE, but they had to stop as they were no longer approved under the new legilation. They can now resume taking on the load from the HSE.
